[ARCHIVED] Issaquah Clean Buildings Initiative Receives Fund Authorization

Update: The Issaquah Clean Buildings Initiative received authorization for funding. The The motion carried 7-0 by City Council at the July 18, 2022 meeting. Council directed the Chief Financial Officer to include an appropriation of $20,000 from the Sustainability Fund for the initiative in a subsequent 2022 budget amendment; and directed the Administration to include $80,000 for the clean building initiative in the proposed 2023 budget for a total commitment of $100,000 for the clean building initiative to be expended in 2022 and 2023. 

The Climate Action Plan (ICAP)

The City passed the Climate Action Plan (ICAP) on December 6, 2021, with bold targets for greenhouse gas emissions reduction. The ICAP includes a 25% reduction target for energy use from new and existing buildings by 2030. Building and home energy use accounts for 61% of Issaquah’s greenhouse gas emissions. Strategies identified in The ICAP for buildings and energy include reducing overall building energy with a focus on existing buildings, advancing decarbonization and transition away from fossil fuels. 

About The Issaquah Clean Buildings Initiative 

The Issaquah Clean Buildings Initiative addresses the needs and priorities outlined in the ICAP. The Issaquah Clean Buildings Initiative is a voluntary program that will support existing public, multifamily and commercial buildings in reducing energy use by providing a path for implementing energy efficiency upgrades; applying for incentives and loans; and completing energy efficiency reporting for buildings with requirements under state law.

Goals

The program seeks to provide data analysis, outreach, marketing and energy assessments for Issaquah buildings. Over the 18-month period, the Initiative would, among other things:

  • Complete a benchmark assessment of the buildings to determine current energy usage;
  • Complete an energy scoping assessment for the building to determine actions to improve energy performance;
  • Complete energy efficiency upgrades as needed and
  • Support access to energy efficiency incentive, rebate and loan programs to offset energy efficiency upgrades

Timeline

  • July-August 2022: Contracting, finalize scope of work
  • September-December 2022: Launch Initiative, begin outreach and initial work
  • 2023: Implementation of Initiative and evaluation for continuation
