Committee of the Whole (COW)

The full City Council meets eight times per year, and additionally as needed, for Committee of the Whole (COW) meetings. At these meetings, which are chaired by the Council President, the City Council considers significant policy issues in an informal committee format. These policy items include the budget; racial equity framework; Citywide workplan; strategic plan; performance measures and other policies that may require development and review by the full City Council. No formal action is taken.
