Utility Bill Relief During COVID-19 Emergency

The Governor’s Proclamation 20.23, which prohibited utility shut-offs and late fees during the COVID-19 pandemic, expired Sept. 30, 2021. To avoid the start of late fees, and ultimately a shut-off, you can apply for a flexible payment plan, which allows customers to pay their City utility bill over an 18-month period.

For those who do not participate in a payment plan, penalties are scheduled to resume December 2021 (with shut-offs starting January 2022.)

In addition, our notifications for a shut-off are changing. A Notice of Termination will now be mailed to the owner (and tenant if listed on the account) as a reminder to pay by a certain date. If a delinquent bill is still unpaid, a Termination of Service notice will then be posted onsite when the shut-off takes place.

The City will review applications and provide the applicant with a written response by mail or DocuSign within seven business days of receiving the application. Tenant applications do require both tenant and owner signatures with email addresses before submission for review.

In addition, the City will continue offering its Senior Utility Discount Program, which is available to low-income senior citizens.

Pay by Mail

Mail your payment in the return envelope provided and be sure to include the remittance stub portion of the billing. To ensure proper credit to your account please include your account number on your check. Mail your payment to:

Online Bill Payer Payments

You may choose to pay your Issaquah utility bill through your bank’s online bill payer service. Be sure to specify your utility billing account number, which is in the following number format: XX-XXXX-XX. For example, 00-1234-00. This will ensure quick crediting of your payment once it is received in our office.

In some instances, your financial institution may send us a payment by mail. In these instances, a delay of five to seven business days may occur in the processing of your payment.

Special Senior Discounted Utility Rate

The City of Issaquah is providing financial assistance for eligible senior residents. The Special Senior Discounted Utility Rate program offers financial assistance of a 75% discount off the minimum water and sewer billings for qualifying senior residents. It also excludes you from paying the stormwater fee.
